When to Renew ?
Upon completion of One year from the date of commissioning of your account.

OR

When your balance hours are nearing zero. Safe bet is to renew when you have approx. 5 Hrs left.

Reminders
VSNL system sends you a reminder email when balance hours approach zero. It is followed by 2 or so reminders. Nobody calls you on phone.

Renewal Time
VSNL generally renews the account immediately. There is no waiting period for renewals.
